BACK IN 1996, I RECEIVED A NUMBER OF STORIES - SOME FROM RETIRED, BRITISH MILITARY PERSONNEL - SUGGESTING THAT IF I WANTED TO FIND OUT WHAT THE BRITISH GOVERNMENT "REALLY" KNEW ABOUT UFOS - AND PARTICULARLY SO "CRASHED" UFOS - I WOULD BE WISE TO FOCUS MY ATTENTIONS NOT SO MUCH ON THE WORK OF THE MINISTRY OF DEFENSE, BUT ON THAT OF THE HOME OFFICE. ALTHOUGH THE HOME OFFICE IS CHIEFLY KNOWN FOR ITS WORK IN THE FIELDS OF COUNTER-TERRORISM, IMMIGRATION, AND CRIME POLICY, THERE ARE INDICATIONS THAT ITS WORK DELVES INTO FAR DEEPER, AND MUCH MORE MYSTERIOUS, AREAS, TOO.
According to several of the accounts provided to me back in '96, the Home Office oversaw the security surrounding a number of secret, underground bunkers located across the south and southwest of England. They were built as fortified havens for senior military and government personnel, in the event of a nuclear strike on the UK by the Soviets during the Cold War. I was advised, however, that deep within two of the bunkers were stored the remains of a number of alien bodies - all preserved in cryogenic states.
Of course, there is nothing new about such controversial claims. There are numerous accounts - particularly within the United States - of retired military personnel supposedly having seen extraterrestrial corpses in "secret hangars" or in "classified vaults." And, indeed, many people with an interest in Ufology will know of the rumors surrounding the supposed "Hangar 18' and the tales of dead aliens at Area 51.
What makes the stories about the Home Office and UFOs so interesting and different, however, is the noted "lack" of attention they have received over the years. That's not to say there isn't an intriguing body of data available. Quite the contrary: there actually "is" an intriguing body of data on this matter. According to researcher and author Timothy Good, in his 1987 book, "Above Top Secret":
"A close friend of mine whom I have known since 1952 witnessed the landing of an unidentified flying object in Derbyshire in September 1963, and subsequently came into contact with its operators. Four years afterwards two men with Home Office identification cards turned up at my friend's flat and politely asked a number of questions which clearly indicated that they were familiar with aspects of the incident."
Similarly, in 1982 Good interviewed an eye-opening interview with a retired police inspector, in an attempt to determine if the UFO issue was subject to the constraints of the British Government's Official Secrets Act - a piece of legislation utilized to muzzle government employees when deemed necessary by officialdom. According to Good's source: "What I can say to you, is that I know the subject itself was the subject of a Home Office directive."
Further data that suggested a link between the world of the UFO and that of the Home Office came from the late Graham Birdsall of "UFO Magazine", who informed me that he had spoken with one George Wild - a prison officer at Armley Prison in the English city of Leeds - on a highly controversial matter of a UFO nature.
Wild informed Birdsall that a "senior Home Office prison official" had once let it slip to him that on the first night of the famous series of UFO incidents at Rendlesham Forest, Suffolk, England in December 1980, high-level orders had arrived at the nearby High Point Prison advising staff to prepare for a possible evacuation of the inmates due to a matter of national security.
I also learned in 1996, from a now-retired UK government official, that the Home Office had extensive guidelines in place in the event that a space satellite decayed from its orbit and crashed on British soil. "You could equally apply those guidelines to a crashed UFO," he said, with a smile of the knowing kind. Acting on this information, in December 1996, I telephoned the Home Office and asked to be put through to their Press Office.
I explained the situation: I was interested to know what the Home Office's response would be if a large, metallic object from space - such as a satellite - crashed to earth on the UK. I considered it wise not to mention UFOs, even though that was my primary area of interest.
I was transferred to a helpful man who informed me that the responsibility for monitoring satellite movements over the British Isles was predominantly the domain of the tracking station at RAF Fylingdales, Yorkshire. If it appears there is a possibility, however remote, that a satellite in a decaying orbit might impact on the UK, Fylingdales had standing orders to keep the Ministry of Defense informed, who in turn were obliged to advise the Home Office of the unfolding situation. As the Press Officer explained to me:
"The Home Office has responsibility for emergency planning, which obviously isn't specific, necessarily, to satellites. But the situation is they only really become a matter for the Home Office when they've landed, because that's when the emergency services come into play."
He continued: "For example, there was one recently - a Chinese satellite which came down. That was one we were kept well informed of and were aware of. We were advised of the expected time it was going to land and all that kind of stuff. We don't really take much actual action; our side would be more the policy angle; ensuring that all the right contingency plans are in place."
My next stop: RAF Fylingdales.
"You want the Space Information Officer," I was advised by the switchboard operator at Fylingdales when I detailed my quest to her. A few moments later the SIO was on the line: "We track satellites all the time. When there are predictions for satellite decays - this is maintained by US and UK authorities - and if there is one which is potentially going to cause problems, the Ministry of Defense and the Home Office are the people who get involved.
"We would just track it and keep those people up to date with what was happening with the satellite at the time. The Home Office and the MoD do all the coordination. Accurate predictions as to where something is going to crash are very difficult: it depends exactly on what the satellite's doing - if it's rolling or if it's got high drag in one part or another. It also depends on what angle it enters the upper end of the atmosphere.
"There are experts that are able to calculate to within an hour or so when it's coming down. We can advise the Home Office and the MoD of the position of the satellite, how it's moving, whether it's speeding up, slowing down, or whether it's changing its attitude, or whatever."
In addition, and also in 1996, I received a newly-declassified Home Office directive of 1979 titled "Home Office Circular No. ES 5/1979, Satellite Accidents". It dealt with Home Office guidelines for dealing with the possible recovery of stricken space vehicles on the British mainland. The document stated:
"It is for the Government to decide whether, and if so by what means, a public warning of danger from radioactivity should be given. In reaching that decision, the need to prevent unnecessary alarm would be carefully considered. Chief Officers should therefore ensure that nothing is done locally to anticipate a Government statement.
"When reports of suspected or actual locations have been received the police should take such steps as may be needed locally to prevent people entering areas which may be dangerous because of radioactive material. Some larger pieces of debris might have radiation fields of significance over distances of the order of 100 meters."
The document then went on to illustrate the many and varied divisions within the British Government that had jurisdiction in the area of fallen spacecraft. As well as the Home Office, this included: the Atomic Weapons Research Establishment at Aldermaston; the National Radiological Protection Board; the Ministry of Defense; Chief Officers of Police and Chief Fire Officers in the UK; and representatives of the "NAIR Scheme" - the National Arrangements for Incidents Involving Radioactivity.
Clearly the directive - and the testimony of the staff at the Home Office and at RAF Fylingdales - was relative to the Home Office's involvement in the recovery of crashed space vehicles of terrestrial origin. But what of the Home Office's link with objects of possible "non"-terrestrial origin? I have to admit that, although I have a number of stories on-file concerning alleged Home Office involvement in crashed UFO events in the UK, nothing concrete or definitive has ever surfaced. Nevertheless, where there is smoke there is often a degree of fire, too...
On July 8, 1947, Air Force Gen. Roger Ramey held a press event at the 8th Army Air Force headquarters in Fort Worth, Texas, in which he allegedly changed the just-released story of a recovered crashed disk near Roswell, N.M., to that of a retrieved Rawin weather balloon.
To UFO believers, this marked the beginning of a 64-year cover-up by the U.S. government and other major foreign countries to deny or hide the reality that extraterrestrials have made contact with Earth.
Now, a group of UFO truthers is hoping to turn this date into one of revelation, not repression, by declaring July 8 as the first ever "World Disclosure Day."
It's an annual 24-hour period when pro-disclosure advocates like Stephen Bassett hope people will focus attention on an alleged truth embargo that he says has resulted in the withholding of knowledge by all major world governments about a supposed extraterrestrial presence here on Earth.
In addition, supporters are encouraged to discuss how things might change once an official announcement has been made and what policies should -- or have been -- enacted by world leaders post-disclosure.
Bassett is a registered lobbyist who runs the Extraterrestrial Phenomena Political Action Committee, an organization that since the late 1990s has been demanding Congress release information about the presence of aliens as soon as possible.
Among his accomplishments since he started his UFO activism include popularizing the term "truth embargo" instead of the old "UFO cover-up."
Although Bassett would like the U.S. to be the first country to declare the existence of aliens on this planet, he says there are at least a dozen countries that are on their way to doing so, such as Russia, China, Brazil, France and the United Kingdom.
"There was an arms race, a space race, and now we have a disclosure race," he told AOL Weird News in an email interview. "There are a dozen or so countries that might well effect disclosure tomorrow. It is hoped the Obama administration will become aware of this and take action."
As close as we may be to the official E.T. announcement, Bassett doesn't expect it to happen on "World Disclosure Day." At least not this year.
"The purpose of World Disclosure Day is to provide a focal point for people and organizations to come together to assert their right to know extraordinary information being withheld from them by their governments -- the truth embargo," he said. "World Disclosure Day will also help broaden public awareness of the disclosure process and those organizations involved in this advocacy work."
The date of July 8 wasn't pulled out of a hat, Bassett says. It is definitely meant to harken back to Gen. Ramey's original press conference in 1947.
"This was the informal beginning of the now 64-year truth embargo regarding an extraterrestrial presence," Bassett said. "For this reason, the date July 8 was chosen to emphasize the need to reverse that now inappropriate policy."
Although disclosure of an alien presence would be the biggest news story in modern history, Bassett doesn't expect his "UFO-liday" supporters to hold big events.
"At this point in time, you don't celebrate WDD, you participate in it," he said. "The first phase of developing this concept is acquiring endorsements from around the world. This is underway now. "
More than 1,700 endorsements have come in since July 1, when World Disclosure Day was announced, Bassett said. Endorsements are being sorted by the U.S. and international countries, and any endorsements from persons or organizations of special note will be highlighted in a separate section.
"It's still new, so the high-profile endorsements haven't come yet," he admitted.
It's true. Even people who do believe there has been an E.T. presence for decades, like Stanton Friedman, a nuclear physicist who was the first civilian to investigate the Roswell crash in the late 1960s, are skeptical about the concept, and warns that it doesn't consider all the questions that need to be answered in advance.
"I think the intentions are good but do not consider the many ramifications from a national security viewpoint and don't really deal with the difficulties," said Friedman, who on July 31 will be giving a speech entitled "Are We Ready For Contact?" to attendees at the Mutual UFO Network symposium in Irvine, Calif.
Friedman said that getting major world leaders to give up the secrets about extraterrestrials also requires them to possibly give up power (something they won't do easily).
"Will everybody be willing to share any technical information they may have learned and which almost by definition will involve serious military consequences?" he asked. "Nobody in power wants to give up power. Nationalism is the only game in town. Who would give up power? It seems to me that all leaders would feel they have more to lose than to gain by disclosure."
Bassett said that the announcement of World Disclosure Day is actually just the start of his plan.
The second phase will be developing as much public awareness as possible of WDD over the next 12 months, and also to educate people on what will happen after the extraterrestrial presence is announced.
Bassett said the revelations would require a new school of politics called exopolitics, the politics of dealing with extraterrestrials, something that people like Michael Salla, a scholar in international politics, conflict resolution and U.S. foreign policy, are already researching.
Salla said that it's imperative for the planet to have a plan just in case an E.T. decides to make Earth his new home.
"It's not necessary to assume E.T.s are real, just possible," Salla told AOL Weird News. "Then you prepare for it and think through all the issues."
According to Salla, those issues include deciding how the alien presence would be announced (he advocates announcing the presence of microbes and working up to more sentient beings), and who would be in control -- a secret committee or a corporate entity.
Even more important: If the E.T.s have superior technology, should they be forced to share it?
Of course, another big issue is determining the protocol for contact between humans and aliens, lest either side be exposed to strange viruses, a Romeo and Juliet situation between Martians and Earthlings -- or worse.
"A big question is how will humans interact with aliens," Salla said. "If someone is threatened by one, will they take a shot at them while driving by? And, if so, will this be as illegal as shooting a human?"
But while these pioneering exo-politicians figure out the answers to these questions, the truth is that the current economic and political climate on Earth drastically affects if and when disclosure happens, according to Bassett.
"The election of Barack Obama helps disclosure because he, unlike George Bush or Bill Clinton, is acceptable to the military/intelligence managers as a disclosure president," Bassett said. "Recent nuclear reduction treaties also helped by reducing instability and tensions, thus creating a safer disclosure transition."
Bassett said the unfolding economic collapse in Europe and the United States are also hindering disclosure, because "that creates great uncertainty and gets politicos running scared."
Surprisingly, Bassett said the recent suspension of funding for the Search for Extra Terrestrial Intelligence (SETI) program by NASA is actually a good thing for disclosure advocates like him.
"SETI was created as a propaganda front to take pressure off the government.," Bassett said. "It would have looked awkward if there was not an effort to 'look for extraterrestrials.'
"It was funded by NASA," he added. "When it was launched the government already knew E.T.s were here. Do the math. Later on, members of the SETI program would debunk UFO research and researchers, etc. SETI is one of the worst corruptions of science ever."
SETI senior astronomer Seth Shostack declined to comment on Bassett's remarks.
Meanwhile, another disclosure supporter, Bryce Zabel, hopes that true believers take inspiration from the recent Arab Spring in the Middle East.
"The Arab Spring, while not totally related to disclosure, is a great model," said Zabel, the creator of "Dark Skies," a UFO conspiracy theory-based sci-fi television series that aired on NBC between 1996 and 1997. "When people want something, they will take to the streets and get it. Substitute Area 51 for Tahir Square and you get the picture."
However, some skeptics, such as Joe Nickell of the Center for Skeptical Inquiry in Amherst, N.Y., thinks having 100 World Disclosure Days over the next century won't make a bit of a difference if there is nothing to disclose.
"There's no such evidence for these claims," he said. "All of the claims that aliens exist and are being hidden somewhere are fantasies and hoaxes. A lot of conspiracy theories like this are un-American, and this is very similar to the Obama birth certificate claims."

This report covers the details of this interesting case.Sighting DetailsIt was about 10pm in the evening and John was sitting out on the back patio of his house on Sheridan Walk. It was a mild evening and the sky was completely clear. The sun had gone down and the stars were fully visible. John was facing to the North with a view down the garden. There was what appeared to be a large triangular shaped object moving towards his location in a South Easterly direction. It appeared to be at quite low altitude, possibly around 1000 feet. It was completely black in colour and could be seen against the sky as it blocked out the stars. There was no lighting or markings on the object visible. John estimates it was about 100 yards across. Usually this craft type is seen with lights on the base, either at each corner and the centre or right around the edges. The fact that John saw no lights on it is unusual but perhaps it had them switched off at the time for whatever reason. It does not sound like a conventional aircraft of any kind. All planes would fly with lights on after dark, so the fact no lights were seen suggests it was something else. There was also no sound coming from the object even though it appeared to be at relatively low altitude. It is extremely unlikely that someone would be flying a hand glider over the town after dark.If it was the size that it appeared to be to the witness, then I find it highly unlikely it was an inflatable of some kind drifting on an air current. The path it took seemed too direct and level for this, and remember that it was a very still calm night. It also seems much to large to have been a remote controlled model, and this would almost certainly make sound of some kind.I feel the most likely explanation for the object is that it was a Flying Triangle craft, which possibly was flying without lights on or possibly didn't have any lights to begin with. Some believe these craft are an ongoing secret military project but if so this is taking place on a global level. It would also be completely illogical to fly it directly over a populated area in plain sight. MAY 26, 2013 - UNITED STATES - A witness with the nickname "tcastellon" has submitted an iPhone UFO photo to Dallas TV station "WFAA". The witness says the photo was captured at a 7-11 in Euless, Texas, a suburb of Dallas. The witness wrote:

"Wednesday night about 11:30 pm I was heading to Fort Worth on airport freeway. When I got to Euless I stopped at a 7-11. As I came out of the 7-11, I noticed about 5 or 6 people standing in the parking lot aiming their iPhone cameras to the night sky."
They were looking at a shimmering shape way high in the sky. It was not moving. I would say it was at least 1000 feet up. I asked one person 'what's that?' He said, 'I don't know, I think it's a UFO.' He told me he had been watching it for awhile, that at times it would flash all kinds of lights. He also said that it had floated around for awhile before it came to a stop.
I took a picture of it and watched it for about five minutes. Suddenly, it flashed a bunch of lights. Then the lights went dim. It was cigar shaped, the left side was a dim green glow and the right side was dim red glow. I watched it for a few more minutes and then I got in my car and took off. Je marchais dans une petite ruelle, elle 'etait fortement 'eclair'ee ce qui la rendait d'une certaine mani`ere irr'eelle, comme une animation sur PC. J'avancais de quelques pas, lorsque je me suis rendu compte de la pr'esence d'un petit Gris. Il se sauva et je le suivi. Alors que j'arrivais `a un certain endroit, j'entendis comme un bourdonnement qui s'estompait au fur et `a mesure que j'avancais. Apr`es un certain temps, je suis arriv'e sur une place. Je suivais toujours le Gris, quand soudain, j'ai ressenti comme un engourdissement. Je ne pouvais plus bouger. Je me retrouvais `a l'eviter dans les airs et je remarquais un deuxi`eme Gris qui tenait quelque chose dans sa main, l'objet 'etait gris et ressemblait un peu `a ce "hypospray" qu'on voit dans la s'erie "Star Treck". Ecrit `a mon r'eveil, aussit^ot apr`es le r^eve le 9.10.2001. Je ne peux dire si c'etait vraiment un r^eve. Cette fois-ci, il m'a sembl'e qu'on me tirait d'un r^eve normal pour m'entrainer vers un autre. C'etait semblable au premier r^eve, jusqu'au moment o`u je vis le deuxi`eme Alien. J'etais `a nouveau paralys'e, mais cette fois-ci, je pouvais parler et je leur
demandais: "Qu'est-ce que vous me voulez encore?". Je n'ai pas recu de r'eponse, aucune r'eaction de leur part. La m^eme op'eration s'en suivit, comme dans le premier r^eve. Mais quelques d'etails diff'erencient ce r^eve du premier : la luminosit'e 'etait diff'erente. Je ne sais malheureusement plus diff'erencier les couleurs de ces deux r^eves, mais dans un des r^eves, cette ville virtuelle 'etait baign'ee dans une lumi`ere rouge-orang'ee, dans l'autre, dans une lumi`ere verte.

Ce r^eve 'etait plus 'emotionnel que les deux autres. Je me trouvais `a la barri`ere du jardin quand une voix me dit : "Nous devons y aller maintenant", devant moi, une cr'eature sombre. Elle 'etait plus petite que moi, et en arri`ere-plan, je d'ecouvrais encore deux de ces cr'eatures, devant le garage des voisins. Il faisait nuit noire, je ne sais pas si le ciel 'etait d'egag'e. Dans la maison, tout 'etait sombre, `a part quelques sources de lumi`ere faible. Est-ce que je pouvais dire au revoir `a ma famille? On me dit que oui. Alors j'allais voir mes parents et mes soeurs, et il me semblait que je les quittais pour toujours. Je ne pouvais entendre les voix des membres de ma famille, mais je savais ce qu'ils ressentaient. Dans ce r^eve, les sentiments 'etaient m'elang'es, j'etais triste mais `a la fois heureux. Je n'ai pas pleur'e bien que j'en aie une grande envie. Quand je sortais de la maison, ces sentiments de joie et de tristesse s'amplifi`erent, mon coeur battait tr`es fort et je savais que je devais partir. Celui-ci est vraiment bizarre. Je me trouvais en haut, au deuxi`eme 'etage de la maison, dans la chambre de ma soeur. Quand j'entendis un gros bruit venant de l'ext'erieur, je sus de suite qu'un ovni 'etait dans les environs. Pour en ^etre certain, je descendis les escaliers quatre `a quatre, et traversais la terrasse et le jardin. Je me trouvais sur le trottoir, devant la maison.Situation bizarre je le voyais faire des all'ees et venues devant le feu de la circulation, et sous le feu, il y avait des curieux et la police qui barrait le passage. Je d'etournais le regard et je vis devant moi, encore une fois, un Gris.je lui dis que notre oiseau est mort (nous avons un mainate `a la maison et celui-ci vit encore) et il r'epondit qu'il pourrait le gu'erir. Ce que je vis en premier fut une forme sombre difficile `a d'efinir. Mon attention fut attir'ee par un point lumineux qui se mit `a grossir tr`es vite en repr'esentant mon portrait, ce n'etait pas brouill'e, mais tr`es r'eel, comme une photo en 3D. La photo disparu d'un coup et j'ouvris les yeux. Cette photo m'avait d'erang'e car cela m'etait compl`etement inconnu. Je d'etournais le regard vers la petite fen^etre situ'ee en face de mon lit et je vis des 'etoiles. Je n'avais pas remarqu'e en premier lieu que ces 'etoiles bougeaient. Mais elles se d'eplacaient de plus en plus vite, 5 points lumineux qui dansaient dans le ciel, en gardant toujours une certaine distance entre eux. Il 'etait environ 3h du matin. D'un coup, je ne pouvais plus bouger et je sentis comme un fourmillement envahir tout mon corps. Ce fourmillement devint une sorte de vibration qui faisait sursauter mes articulations. Cela allait du haut vers le bas, puis remontait du bas vers le haut. Cela devint de plus en plus fort, jusqu'`a ce que je me rendre compte que je l'evitais. Apr`es un certain temps, je retombais sur le lit et je crois qu'`a partir de ce moment, j'ai un trou de m'emoire. Je crois que la fin est un produit de mon imagination ou bien les aliens m'ont une blague. Cette pression venait de la droite vers la gauche et m'oppressait 'egalement sous les bras. J'ouvris les yeux et je remarquais que je ne pouvais bouger mes bras, mais la t^ete oui. J'entendais un bruit qui s'amplifiait en m^eme temps que la pression que je ressentais sur mon corps, pour s'estomper en m^eme temps que celle-ci. Apr`es un certain temps, je pouvais `a nouveau bouger, mais ce sentiment de pression resta encore un moment. J'ai v'ecu assez souvent ce genre de chose en 2002. Aujourd'hui, le 14.6.2002, cela s'est reproduit. Je me suis r'eveill'e et j'ai entendu le moteur d'un h'elicopt`ere. Je me suis mis debout sur mon lit, je voulais voir l'h'elico, et justement, de par la fen^etre d'o`u j'avais la plus mauvaise visibilit'e car un sapin est juste devant 'aurais pu voir seulement un peu de lumi`ere entre les branches. Je ne sais pas pourquoi je voulais voir cet h'elico. Apr`es un petit bout de temps, je retournais au lit et j'entendis un son assez aigu. Je ne connaissais pas ce son, comme si un appareil futuriste se d'eplacait, comme un ovni. Je me suis senti encore une fois incapable de bouger, et soudain je me suis senti attir'e hors de mon lit, au travers du mur. Full Description of event/sighting: On Thursday, August 7, 2008 I was watching the sunset on Wasaga beach. It was a clear and beautiful sunset. Just after the sun past the horizon I looked right, past the lighthouse. I must say it was a few miles. I had my binoculars. I noticed a cigar shaped "cloud". When I looked closer it wasn't a cloud. The clouds that were out were pink and fluffy. This seemed solid. I thought it might have been the entrail of a jet but it didn't move, or so thought. As I watched it, it changed from a cigar to almost round, then cigar like again. I am no UFO buff or believer in any way. Or should I say nuts. So after a few minutes I asked people walking past what they thought. All said the same thing when they looked through the glasses, "what the heck is that". I stayed with it for several more mins (15). What I definitely concluded was that it move with the horizon, like the sun. The clouds stayed put but this set like the sun until it was gone. I have no idea what it was. Out of thus world? Knowing how our government and the US act it probably was very earthly.
